Welcome to the web site of the Office of State Employment Relations (OSER). OSER provides leadership and support to other state agencies in human resources management. The Office oversees the state civil service system, negotiates state labor contracts, manages labor relations, and leads the state's affirmative action and equal opportunity employment programs. Our ultimate goal is to ensure that state government is equipped with a talented and diverse workforce to provide the best possible service to the public. OSER was created in the 2003 biennial budget to replace the former Department of Employment Relations, as part of Governor Doyle's effort to streamline state government.
