General Series Description: OSER has developed a series of Classification Training modules for state human resource staff. The training program content will address the core elements of classification policies and principles within Wisconsin Classified Civil Service. The sessions are designed to provide participants with opportunities to gain experience in applying classification principles to practical problems through small group exercises and role-playing activities. The Classification Training consists of modular sessions with a total of three days of training.
Prerequisite: This training program is for state staff with HR-related job responsibilities, and participants must be non-represented/confidential.
-Day One: Classification Overview -Day Two: Reclassification -Day Three (AM): Personnel Management Surveys (Half-Day Module) -Day Three (PM): Wisconsin Employment Relation Commission Appeals (Half-Day Module)
Module 1: Classification Overview By OSER Staff -- Program Code: CL-1 Fee: $115.00
* Day 1 -- 8:00 a.m. to 4:00 p.m.
Module 1 Description: This full-day session will provide a basic overview of the classification system within Wisconsin Classified Civil Service. Subjects addressed in this session include: how position descriptions are used in classifying positions and how to interpret and apply classification specifications. The session includes a discussion of Classification Plan development and administration; definitions of a variety of classification transactions, including reclassification, reallocation, and certification requests; and how employees move to different positions within civil service via promotions, demotions, and transfers.
Module 2: Reclassification Analysis By OSER Staff -- Program Code: CL-2 Fee: $115.00
* Day 2 -- 8:00 a.m. to 4:00 p.m.
Module 2 Description: This full-day session will examine the reclassification analysis process in great detail. Topics covered include: how reclassification requests are initiated, how effective dates are established, and the definitions of logical and gradual change. Students will walk through the five steps in the reclassification analysis process and gain experience in practicing the different steps with a variety of exercises. This session covers how to document reclassification decisions, how to write reclassification denial letters, and reclassification within a progression series.
Module 3: Conducting Personnel Management Surveys By OSER Staff -- Program Code: CL-3 Fee: $60.00
* Day 3 -- 8:00 am-12:00 pm
Module 3 Description: This half-day morning session is designed to provide in-depth training on how to conduct or assist in conducting a personnel management survey. Discussions include how survey needs are identified, different types of survey methodologies, and the roles and responsibilities of OSER and Agency Survey Coordinators in conducting surveys.
Module 4: Wisconsin Employment Relation Commission Appeals By OSER Staff -- Program Code: CL-4 Fee: $60.00
* Day 3-- 1:00-4:00 pm
Module 4 Description: This half-day afternoon session will cover the OSER re-review and personnel transaction appeal process before the Wisconsin Employment Relations Commission. The class will examine issues that can or cannot be appealed before the Wisconsin Employment Relations Commission; the role and responsibilities of the Human Resources Specialist in preparation for and during a hearing; legal terms used in the hearing process; how to be an effective witness; and how Human Resources Specialists should prepare for a hearing.
Target Audience/Prerequisites: Human Resource Managers, Human Resource Specialists, Human Resource Program Coordinators, and Human Resource Assistants. New HR staff are encouraged to attend all of the sessions; more experienced HR staff may prefer to choose which sessions would be most beneficial to them. This training program is designed for State of Wisconsin HR staff and covers technical information specific to the Wisconsin civil service system.
How To Register: Use the OSER Training Registration Form. Class size is limited and registration is on a first-come, first-served basis. If registering for the entire series, and enter all three dates on the same line of the registration form. If registering for part of the series, enter the specific title(s) of each module along with the dates for the modules you are registering to attend, on separate lines.

* Location & Parking: The location for the Classification Training is the Department of Corrections, 3099 East Washington Avenue, Madison. The Department of Corrections has ample parking for training attendees and parking permits will be provided to participants.
Lunch: Lunch is on your own. There are a number of restaurants nearby on East Washington Avenue.
